Aims and Scope
The Journal is addressed to a wide range of scientists and specialists, as well as to the heads of research and design organizations, industry, educational institutions, the Naval Armed Forces, and also to teachers, graduate students, undergraduate students and cadets of higher educational institutions.
The main content of the peer-reviewed scientific publication are scientific articles.
THE MISSION OF THE JOURNAL
The Journal publishes articles covering results obtained in the following fields:
- mechanical engineering
- energy and electrical engineering
- information technology and telecommunications.
The mission of the Journal is to provide an opportunity for specialists working in these fields to exchange ideas and the results of their research with the potential for practical application.
GOAL OF THE JOURNAL
The editorial board of the Journal "SMTU Transactions” strives to maintain the traditions of Russian scientific publications and at the same time to promote modern methods and topics of research. The Journal's publication goals also include:
- making the exchange of accumulated knowledge and professional experience between researchers more accessible;
- promoting interdisciplinary research at the contemporary world level;
- development of international scientific cooperation.
The Editorial Board accepts for review papers on the subject of the journal that have not been published elsewhere and that present new scientific results obtained personally by the author(s) of the paper. Articles of leading national and foreign scientists, written on the materials of their reports, are also published by decision of the editorial board and with the consent of the organizing committees of the conferences held at SMTU.
The Editorial Board accepts for publication articles by both Russian and foreign authors, as well as in collaboration of Russian and foreign specialists working on joint projects.

Peer Review Process
A high level of scientific publications is maintained by a system of reviewing all articles, allowing for the identification of papers containing significant scientific findings that take into account the current experience of domestic and foreign scientists and are of interest to the scientific community. The reviewers are specialists in the scientific fields of the Journal.
After the review is completed, the author receives a written text of the review and a copy of the manuscript with the reviewer's and the scientific editor's comments for revision. When an article is published, the dates of receipt and acceptance for publication are indicated.
The Editorial Board has the right to refuse an article to be published on the basis of the results of peer review, non-compliance of the article material with the subject of the Journal, as well as the unsatisfactory quality of the submitted materials.
Details:
The peer review procedure for articles submitted to the Editorial Board of the scientific journal (hereinafter referred to as the Journal) is aimed at ensuring the quality of articles published in the Journal. All submitted articles are the subject of review. The review should provide a full and objective evaluation and analysis of the advantages and disadvantages of the submitted article. The members of the Journal's Editorial Board as well as external reviewers with a PhD or doctoral degree, experienced in scientific work in the stated field and familiar with the requirements imposed by the Journal's editorial board on the published materials should be involved in the review process. The reviewer should, if possible, avoid sharing the same department as the author(s) of the article. The editorial team strives to avoid "conflicts of interest" between authors and reviewers.
The review should be limited to 1-2 sheets of typing text. When a manuscript is received by the Editorial Board, all authors are warned about the review procedure. The names and places of employment of the reviewers have not been disclosed by the editors. The number of reviews to be submitted is determined by the Editorial Board. Usually one review is enough to make the decision on publication. More than one reviewer is appointed in cases where the article is interdisciplinary. At the decision of the responsible editor, an additional review may be scheduled after the primary review has been received.
There is no charge for reviewing articles.
Review procedure
- All manuscripts received by the Editorial Board are registered. After that, the executive secretary and the Journal's Editorial Board determine the relevance of the article to the scientific profile of the Journal and the design requirements and send the article for review to the executive editor, who evaluates the scientific level of the article and submits it for reviewing.
If the article is rejected, the Journal's Editorial Board will send a reasoned rejection to the authors.
- The timing of the review process shall be determined by the Editor-in-Chief, taking into account the date of the next issue of the Journal, and shall not exceed one month.
- The review must indicate:
- the correspondence between the title and the content of the article;
- the relevance of the research topic to the article;
- Scientific originality of the research conclusions and their practical relevance;
- the sufficiency of the literature overview; compliance with the accepted standard for the formatting of references to literature;
- the clear presentation of the material, the correctness of terminology and the quality of the design of the article;
- Accuracy and clearness of the presented graphical material, the use of standard SI units of measurement, or those permitted to be used along with them;
- the presence of precise and transparent headings;
- the depth, relevance and accuracy of the mathematical apparatus and theoretical statements used;
- the presence of reasonable conclusions;
- comments and recommendations to the author of the article.
The review should be completed with a recommendation:
- on the publication of the article without changes;
- on the publication of the article after its revision by the author (without a second review or with a second review);
- on rejection of the article.
- At the request of the authors, the Journal's Editorial Board will send copies of the reviews. In the case of a rejected review, the Editorial Board of the Journal will send a reasoned refusal to the authors.
5.The review is confidential. A review is given to the author of the article.
6.The article may be corrected by the author and re-submitted for review. If the article was rejected without any comments, it will not be accepted for revision again.
A positive review is a necessary, but not the only, condition for publication of an article. The final decision on publication is taken by the Editorial Board of the Journal.
The Editorial Board takes one of the above decisions:
- accept the article for publication without corrections;
- send the article for additional review;
- return the article to the author to be corrected
- reject the article ( with providing reasons).
When the Journal Editorial Board decides to publish an article, the Secretary in charge of the Journal informs the author and gives the deadline for publication. The reviews are kept in the Journal's editorial office for five years.
Publication Frequency
The journals issues quarterly, 4 issues annually.
Open Access Policy
Based on the open access policy, the SMTU Transactions" Journal provides open access to its materials.
The policy is based on the open access principles recommended by the DOAJ.
Users have full-text access to the Journal's materials and are not charged for their use.
It is not permitted to use the materials of the Journal for commercial purposes.
The Journal has a policy of providing maximum accessibility to published materials.
The published materials are available on the website of the Journal, on the platform Scientific Electronic Library eLIBRARY and libraries and information databases on the Internet.
All materials presented in the Journal are protected by copyright.
Information about the activities of the editors and editorial board, contact information is kept up to date and is promptly updated.
Authors are not charged for editing and publishing. No royalties are paid.
All articles published in the Journal are checked for uniqueness and volume of borrowings in the automated system for checking “RUCONTEXT”.
Desk rejection
Reasons for rejection of manuscripts by the editor without transfer to reviewers:
- The design of the manuscript does not meet the requirements of the journal;
- the manuscript does not meet the criteria of any of the journal section;
- the volume of the manuscript significantly exceeds the maximum allowable one;
- the materials of the manuscript do not contain illustrative material, statistical analysis of the results obtained, or are presented in an exceptionally concise form, which does not allow assessing the quality of the presented material.

Publication Ethics
GENERAL TERMS
The policy of the Editorial Board of the Journal is based on international practices regarding copyright and on ethical principles upheld by the community of leading publishers of scientific periodicals Committee on Publication Ethics (COPE).
The Editorial Board is guided by the most important principles: reliability, scientific significance and relevance of the work published.
The procedure for accepting, evaluating and publishing scientific articles is open.
The Editorial Board does not accept for publication any material whose content is prohibited by the legislation of the Russian Federation.
The Editorial Board is responsible for the quality of scientific articles published and also supports initiatives aimed at reducing research misconduct and ethical violations.
Negative results obtained by the authors in the course of their research do not constitute a barrier to publication in the Journal. The Editorial Board encourages scientific discussions and exchanges of experience in the pages of the publication.
ETHICAL PRINCIPLES FOR EDITORS
The editorial board is guided by the following COPE ethical principles:
- editorial impartiality;
- respecting the confidentiality of research participants, authors and reviewers;
- respect of scientific ethics in reviewing articles, encouragement of fair scientific discussion between authors and reviewers;
- existence of contractual relations between the publisher, editors and authors;
- promotion of intellectual property and copyright protection;
- rejection of an article manuscript if it reveals previously published material by other authors without reference to the original sources (plagiarism);
- non-disclosure of the personal data of authors and reviewers and other information obtained in the course of professional interaction;
- making editorial changes in the article by agreement with the authors.
ETHICAL PRINCIPLES IN PEER REVIEW
The editorial board supports the following Basic principles that reviewers should follow.
- reviewing only those manuscripts for which they have sufficient expertise;
- timeliness of reviewing;
- maintaining confidentiality of the peer review;
- objectivity and constructiveness in compiling the review;
- informing the editorial board about conflicts of interest;
- The content of the review should not be influenced by the origin of the manuscript, nationality, gender, religious or political beliefs of the authors Reviewers should not use the information obtained in the review for personal purposes or interests of others.
ETHICAL PRINCIPLES FOR AUTHORS
The authors are solely responsible for the accuracy of the information contained in them and for their compliance with the law, morality and ethics.
The editorial team expects authors to respect the following principles:
- Compliance of the publication materials with ethical and legal standards;
- Original and scientific uniqueness of the research;
- reliability of results; researchers should make an effort to describe the methodology of their work clearly and unambiguously so that their results can be validated by other researchers;
- objective discussion of the significance of the research;
- acknowledgement of the contributions of others, obligatory bibliographical references to the works used;
- listing as co-authors all participants who have made a significant contribution to the research;
- reporting significant errors or inaccuracies in the publication and contacting the editorial board to correct the identified errors or withdraw the publication as soon as possible;
- Absence of borrowings in the article without reference to primary sources (plagiarism).
Authorship
The editorial board adheres to the following criteria for authorship.
- Significant contribution to the development of the concept or design of the work; or collection, analysis, interpretation of the data obtained;
- Writing an article or editing it in order to increase its scientific significance;
- Final approval of the version of the work to be published;
- Agree to be responsible and ensure that all issues related to the accuracy or unity of all parts of the work are worked out and resolved.
Everyone with author status must meet all four criteria for authorship, and anyone who meets the four criteria must be recognized as authors. The contributions of those who do not meet all four criteria should be recognized in a special way. The authorship criteria are designed to recognize the right of authorship to someone who deserves recognition and can take responsibility for the work.
Disclaimer
Allauthors are required to disclose(declarein the appropriatesection of the manuscript)financialorotherobviousorpotentialconflicts of interestthatmaybeperceivedashaving an impacton the resultsorconclusionspresentedin the work.
Examples of potential conflicts of interest to be disclosed:
receiving financial remuneration for participating in research or writing a manuscript;
any connection (contractual work, consulting, joint-stock ownership, receiving fees, providing expert opinions) with organizations with a direct interest in the subject of research or review;
patent application or registration of a patent for research results (copyright, etc.);
obtaining financial support for any stage of research or manuscript writing (including grants and other financial support).
Information about conflicts of interest received from the authors of the manuscripts should be available only to the editorial board when deciding on the publication of the manuscript. Then information about conflicts of interest should be published as part of the full text of the article.
The reviewer should not participate in the review of manuscripts in case of conflicts of interest due to competitive, joint and other interactions and relationships with any of the Authors, companies or other organizations related to the submitted work.
Editors recuse themselves from reviewing manuscripts in case of conflicts of interest due to competitive, collaborative, and other interactions and relationships with Authors, companies, and possibly other organizations related to the manuscript.
Personal data
The Editor and the Editorial Board do not unnecessarily disclose information about the manuscript under consideration to other persons, with the exception of the Authors, Reviewers, possible Reviewers, other Scientific Consultants and the Publisher.
The editor does not use unpublished materials disclosed in the submitted manuscript in the editor's own research without the written consent of the author.
Reviewers should not use unpublished data obtained from submitted manuscripts in personal research without the written consent of the Author.
Reviewers should keep confidential information or ideas obtained during the review process and not use them for personal gain.
Reviewers should not discuss the manuscript with any persons who are not authorized to do so by the Editor.
Retraction
The withdrawal of an already published article is an extreme measure and is applied in case of disclosure of facts that were not known during the review.
Reasons for article review are as follows
- detection of incorrect borrowings (plagiarism) in a publication;
- duplication of an article in several sources;
- detection of falsifications or fabrications in the work (for example, falsification of experimental data);
- the discovery of serious errors in the work (for example, incorrect interpretation of the results), which casts doubt on its scientific value;
- incorrect composition of the authors (there is no one who deserves to be an author; persons who do not meet the criteria of authorship are included);
- hidden conflict of interest (and other violations of publication ethics);
- republishing an article without the author's consent;
- the article was not reviewed.
The mechanism of article withdrawal (retraction)

- TheRetractionCommission shall notify the initiator of the withdrawal of the articleof the results of consideration of the appealinwriting.
- If the commissiondecidestowithdraw the article,thejournalpublishesinformationthat the article has been withdrawn, indicating the metadata of the article.
- Ifarticlesfrom the journal are indexed by anydatabases,aletter is sent to thesedatabasesstatingthatthearticle has beenwithdrawn, indicating the reasons for the withdrawal.
The editorial board has the right to independently decide on additional sanctions, for example, to add authors to the "blacklist of the journal" for a certain period of time, or indefinitely.
Advertising policy
Our advertising policy is consistent with the principles mentioned in the Recommendations on Publication Ethics Policies for Medical Journals which issued by the World Association of Medical Editors (WAME).

- The Eco-Vector’s journals generate revenue from advertising, which creates a potential conflict of interest. Editors’ decisions do not depend on the cost of advertising or producing reprints. Advertisers and sponsors have no influence over the editor’s decisions, regardless of the terms of advertising or other agreements.
- All advertisements are subject to the approval of the Eco-Vector’s staff, which reserves the right to reject or cancel any advertisement at any time.
- The functions of editors and advertising managers in Eco-Vector’s journals are separate.
- In Eco-Vector’s journals professional (physician-directed) publications and web sites, the intentional placement of advertising adjacent to articles discussing the company or product that is the subject of the advertisement is prohibited. Advertising content must be distinguished from editorial and other materials so that the difference between them is obvious.
- Eco-Vector will not publish “advertorial” content, and sponsored supplements must be clearly indicated as such. If a supplement did not undergo peer review or underwent a peer review-process different from the rest of the journal that should be explicitly stated.
- All Eco-Vector’s journals have the right to refuse any advertisement that, in its sole discretion, is incompatible with its mission or inconsistent with the values of members, the publication/web site or the organization as a whole, and to stop accepting any advertisement previously accepted. Advertisements are subject to review by the editors and others at the Eco-Vector’s journals. In no case shall separate agreements with Eco-Vector’s journals or its subsidiaries supersede this policy.
- Once an advertisement has been deployed online, it will be withdrawn from the journal site at any time if the Editor(s)-in-Chief or Eco-Vector’s staff request its removal.
- Advertising for the following categories is prohibited:
- Alcohol
- Tobacco
- Weapons, firearms, ammunition
- Fireworks
- Gambling and lottery
- Pornography or related themes
- Political and religious advertisements
- Advertisements that claim to have a “miracle” cure or method
- Advertisements that make unsubstantiated health claims for the products advertised
- Advertisements directed at children
- Advertisements may not be deceptive or misleading, and must be verifiable. Advertisements should clearly identify the advertiser and the product or service being offered. Exaggerated or extravagantly worded copy will not be allowed. Advertisements will not be accepted if they appear to be indecent or offensive in either text or artwork, or if they relate to content of a personal, racial, ethnic, sexual orientation, or religious nature.
- All advertisements are accepted and published by Eco-Vector on the warranty of the advertisement agency and advertiser that both are authorized to publish the entire contents and subject matter of the advertisement.
- In consideration of publication of an advertisement, the advertiser and the advertisement agency, jointly and severally, agree to indemnify and hold harmless Eco-Vector, its officers, agents and employees against expenses (including legal fees) and losses resulting from the publication of the contents of the advertisement, including, without limitation, claims or suits for libel, violation of privacy, copyright infringement, or plagiarism.
- Any references to Eco-Vector or its products or services in advertisements, promotional material, or merchandising by the advertiser or agency is subject to Eco-Vector’s written approval for such use.
- All advertisements for drug-specific campaigns must comply with the relevant Russian legislation that regulates advertising. Advertisers should make available to Eco-Vector the marketing authorization and summary of product characteristics when submitting their advertisement. In the case of drug advertisements, proprietary names of pharmaceutical products must be accompanied by the chemical, generic, or official name; the quantity of all active substances must be stated along with the recommended dosage. Each page of an advertisement for a prescription-only medicine should be clearly labeled as intended for health professionals.
- Advertisements for products not approved by the FDA or the Ministry of Health of Russian Federation that make any kind of health claims must carry the following disclaimer: “These statements have not been evaluated by the Food and Drug Administration and/or the Ministry of Health of Russian Federation. This product is not intended to diagnose, treat, cure or prevent any disease.”
- While Eco-Vector’s journals welcomes and encourages information-rich advertising, advertisements, advertising icons and advertiser logos must be clearly distinguishable from editorial content and may require special labeling to distinguish them as such. All advertisements must clearly and prominently identify the advertiser by trademark or signature.
- Reprints should be published only in the form in which they were originally published in the journal (including subsequent corrections), so there should be no additions or changes in them.
- Publisher is not responsible for incidental or consequential damage for errors in displaying or printing an advertisement.
- Advertisements may not imply endorsement by the Eco-Vector’s journals or its publications/web sites except as may be provided for under a separate agreement — in which case advertising must be pre-approved to ensure adherence to the letter and spirit of that separate agreement.
- The full rules for any market research or promotion associated with an advertisement must be displayed in the advertisement or available via a prominent link.
- The following online advertising formats are prohibited:
- Pop-ups and floating advertisements.
- Advertisements that collect personally identifiable information from visitors without their knowledge or permission.
- Advertisements that extend across or down the page without the visitor having clicked or rolled-over the advertisement.
- Advertisements that send visitors to another site without the visitor having clicked the advertisement.

Readers and authors of the journal can connect to the RSS feed to receive up-to-date information about the journal.
As part of scientific and practical events (conferences, symposiums), participants are provided with a free copy of the journal.
The publisher does not send requests to potential authors to submit manuscripts.
The publisher provides an opportunity for reviewers to submit a review to Publons.

Post-publishing changes
As part of the policy of post-publishing changes, the following types of articles are published in the journal.
Clarification
A variety of Erratum. The article does not report errors but clarifies the data of a previously published article.
Comment
Work consisting of a critical or explanatory note written to discuss, support, or dispute an article or other presentation previously published. It may take the form of an article, letter, editorial, etc. It appears in publications under a variety of names: comment, commentary, editorial comment, viewpoint, etc.
Correspondence
Letter to the editor or a reply to the letter.
Correction
An article describing the corrections made in an article previously published in the same journal. This type of publication is not a variant of Erratum.
Corrigendum
Article in which errors are reported that were made by authors in an earlier publication in the same journal.
Duplicate
Accidental duplication of an article in another Eco-Vector's journal. The text of the article is retracted. The HTML pages are replaced by a single page with citation details and an explanation. The PDF pages remain with a watermark on every page to notify it is a duplicate.
Editorial
Work consisting of a statement of the opinions, beliefs, and policy of the editor or publisher of a journal, usually on current matters of medical or scientific significance t
Erratum
Article in which errors are reported that were made in an earlier publication in the same journal. Can be Erratum (publishing error) but also Corrigendum (author error).
Expression of Concern
A notification about the integrity of a published article that is typically written by an editor and should be labelled prominently in the item title. It is the responsibility of the editor to initiate appropriate investigative procedures, discover the outcome of the investigation, and notify readers of that outcome in a subsequent published item. The outcome may require the publication of a retraction notice.
Removal
Editorial notice of the removal of a previously published article.
The text of the article is removed. The HTML pages and PDF pages of the article are completely removed and replaced by a single page with citation details and an explanation.
Retracted publication
The text of the article is retracted. The HTML pages are replaced by a single page with citation details and an explanation. The PDF pages remain with a watermark on every page to notify it is retracted.
Retraction of Publication
Editorial notice of the retraction of a previously published article.
Withdrawal
Refutation of an article previously published in the same journal (in a situation where retraction cannot be performed).

Manuscript withdrawal
Authors can withdraw their manuscript at any stage of consideration and preparation for publication (including in electronic form on the website in Online First mode).
Withdrawal procedure
- The author's team sends a letter to the official address of the editorial office with a request to withdraw the manuscript from consideration or publication, indicating the reason. The letter must contain a scanned appeal of the author's team with the signatures of all co-authors (PDF).
- The editorial board notifies the authors of the receipt of the letter.
- Within a week, the Editorial Board notifies the authors of the withdrawal of the manuscript from consideration or the termination of its preparation for publication and moves the manuscript to the electronic archive by means of the editorial and publishing platform.
- If the authors have not received a response from the editorial board within a week, then you should contact the publisher or the editor-in-chief of the journal, attaching the correspondence.
- If, despite sending messages to the editorial office, the publisher and the editor-in-chief, the article being withdrawn was published in the journal (including it was published electronically on the website in Online First mode), the withdrawal of the manuscript is possible only through the retraction procedure (see Retraction).
Author's list
A change in the composition of the authors of a manuscriptacceptedforpublication is allowed in exceptional cases.
Procedure:
The team of authorssends a letter to theofficialeditorial office with a request to change the composition of the authors,indicating the reason.
Eachauthornotifiesofhisconsentto the change in the composition of the authors by e-mail to theeditorial office.
The emailmustcomefromtheaddressunderwhich the author is registeredon the platform. The editorial board notifies the authorsof the receipt of the letter.
The editorial board notifies the authors of the decision within a week. If, despite sending messages to the editor, the publisher and the editor-in-chief find that the article has been published in the journal (including being published electronically on the Online First website), the editorial board carries out a retraction procedure (see Retraction).
